Balfour Beatty and Peter Birse are vying for a £20 million job to extend Leeds' Armley prison which has the highest suicide rate of any jail in Britain. Firms bidding for the contract believed that Shepherd had won the job some weeks ago, when the firm was called to submit pricing details.Shepherd is now believed to have dropped out and the next two lowest bidders asked to submit priced bills.
