A proposed eco-town has suffered a setback after a medical research charity refused to hand over land to the project.
The Wellcome Trust owns 110 ha of the site earmarked for the Hanley Grange development, near Cambridge.
Following talks with developer Jarrow Investments, the trust is refusing to sell.
A spokesman said: "The Wellcome Trust was approached by Jarrow Investments Limited to consider becoming a partner in the Hanley Grange eco-town submission. The trust has given very careful consideration to the approach and has decided not to proceed with this proposal."
Hanley Grange project director Nick West admitted the future of the 525 ha scheme was now uncertain.
He said: "We are naturally disappointed that the Wellcome Trust has decided not to join us in exploring the opportunity for an eco-town at Hanley Grange."
"The project team will now look at the potential options for moving forward, but no decisions have yet been made."
